Online Meeting Participation Instructions

NVUSD is committed to public input and participation in school district governance in a manner that is consistent with guidance provided by our county public health official and the governor’s office.  Our board meetings are held in accordance with the open meeting rules in the State of California per Assembly Bill 361. On September 17, 2021, the Governor signed Assembly Bill 361, which expressly extends the flexibility concerning the conduct of public meetings through January 1, 2024. The Governor of California has declared a state of emergency. The Board of the Napa Valley Unified School District adopted Resolution No. 22-04, to make an initial determination that the current circumstances meet the requirements of AB 361 and Government Code section 54953 for the Board to conduct meetings remotely. In accordance with AB 361, the Board will evaluate and make an ongoing determination whether as a result of the emergency, meeting in person would present imminent risks to the health or safety of attendees every 30 days. Thus, NVUSD will continue to conduct our public meetings online and provide remote access until further notice.

The public can continue to access board meetings remotely and provide public comment remotely at all meetings scheduled until further notice following the current format.

You can call into the meeting to provide public comment via Zoom.  You can join the Zoom Meeting from a computer, mobile device, or tablet. The Zoom meeting information will be provided on the district’s website for every board meeting agenda, as long as needed during the  COVID-19 pandemic.

Where and when are the meetings and study sessions held?

The NVUSD Board of Education meets twice a month, usually the 1st and 3rd Thursdays, at 7:00 p.m. at the Education Center, 2425 Jefferson Street, Napa (See above for meeting schedule). Special or adjourned meetings or study sessions are held when there is sufficient agenda to warrant them. Study sessions are typically held before the meeting starts.

Are the meetings held in public?
Yes, and the public is encouraged and welcome to attend.  Additionally, each meeting is videotaped for livestreaming and archiving on the District's YouTube channel.

Do members of the audience have an opportunity to speak?
Persons wishing to speak on an item listed on the agenda must fill out a "Request to Address the Board of Education" form located at the back of the board room and submit it to the board secretary prior to the discussion of the item. Persons wishing to speak on an item not on the agenda may do so by filling out this form under the section on the agenda titled "Public Comment".

What is the procedure when called to speak?
When called to speak the individual shall proceed to the microphone at the speaker's podium. State your name. Be brief and to the point. (A three minute limit is customary.)

When is the agenda available for upcoming meetings?
The agenda is posted under NVUSD News on the NVUSD website homepage at least 72 hours before each regular scheduled meeting. Agendas for special meetings are posted at least 24 hours before the meeting.

In compliance with the Americans with Disabilities Act, if special assistance is need to participate in a meeting, contact the District at (707) 253-3512. Notification 48 hours prior to the meeting will enable the District to make reasonable arrangements to ensure accessibility.
