Developer Fees


The October 17 presentation provided an update on the two biggest Measure H projects in American Canyon: the relocation of Napa Junction Magnet Elementary School and the construction of American Canyon middle school #2, next to the high school.

The NVUSD team offered status and timeline updates, and took questions and answers from the attendees. City of American Canyon representatives were in attendance, as well, to answer some questions.

Developer fees are charged to developers to cover public costs associated with private development. These fees are charged by cities, counties and special districts. By law, the school district must keep developer fees in a separate account and use them ONLY to address the impact of a growing student population. At NVUSD, most of the funds are spent adding relocatable classrooms to campuses to increase space.

Each year we report how much we collected, how much we spent and what we spent it on.

Sometimes the standard fees are not enough to cover the costs associated with a development. This happens most often when a district must build an entirely new school to accommodate the additional students. Recent examples in Napa and American Canyon include the Canyon Oaks, Napa Pipe and Watson Ranch developments, where developers agreed (or are close to agreement) to pay more, provide land for schools and/or other offsets.
